He later served for many years at Citycounty Insurance Services, including as General Counsel, where he advised executive leadership, built and led an in-house legal team, oversaw major litigation, and negotiated difficult, high-exposure matters.

That experience sharpened his strategic judgment and clarified where he wanted to stand. Kirk ultimately chose to use his experience on behalf of people, not institutions.
